Because we give it away to other nations so they can use it on us.

Heck, this is nothing new.
It's not all small arms ammunition, it includes rockets, artillery ammo, etc.
A few Stinger missiles at $40k a piece adds up in a hurry.

Not saying I like it, but it's the same as it ever was....
